Consumer complaints in Asunción: prepare your evidence and find the right channel
Sources checked 29 October 2026
A defective product, an unrecognized warranty or a service that never matched the offer can leave you unsure whom to contact. For residents and newcomers in Asunción, the useful first distinction is between asking for advice and registering a complaint. SEDECO provides separate entry points for those tasks; MIC also publishes a service for electronic-commerce complaints. Here is how to organize the evidence and find the relevant official information.

Put the transaction in order
Create one folder and a short timeline. Include:
- The seller's name and contact details, purchase date and order or invoice number.
- The product or service promised, what you received and what went wrong.
- Receipts, contracts, photographs and relevant messages with the seller.
- Any previous response and the outcome you are requesting.
These are preparation suggestions, not a list of legal requirements. Keep original files and make readable copies; distinguish what you can document from what you still need to clarify.
Ask SEDECO about the route and your identity document
The official SEDECO FAQ includes national and foreign final consumers: those acquiring or using goods or services as the end user. It names defective products, unrecognized warranties and failure to provide an offered service among reasons to complain. It also lists exclusions, including compensation for damages, so check whether the agency handles your particular issue.
No Paraguayan cédula? Ask before choosing a filing route. The FAQ includes foreign consumers, but its document checklist names a cédula copy. That does not establish that a passport alone will work in the online form. Ask which identity document and route apply to you; do not substitute an invented identity number.
The current contact page lists 021 6264000 for questions and advice. Its WhatsApp number, 0962 127110, is explicitly labelled a virtual assistant, rather than a human-adviser contact. The listed address is Cap. Pedro Villamayor and Tte. Primero Teófilo Del Puerto. Before an office visit, confirm the current in-person procedure, opening hours and required documents.
Use the complaint entry point, not just a general query
Start from SEDECO's official homepage, which provides separate complaint and consultation links. During an anonymous check on 29 October 2026, the complaint link led to Google sign-in. You may encounter that step; the form's fields and attachment limits were not inspected.
If sign-in prevents access, use the advice number to ask about alternatives. A question to the agency or a conversation with its assistant is not, by itself, confirmation that a complaint has been registered.
Online purchases: MIC publishes a separate service
The Ministry of Industry and Commerce lists a no-cost complaint service for electronic commerce and trust services. Its published checklist names a complaint form, a civil identity-card copy and evidence, and gives reclamo-dgce@mic.gov.py as the submission email. Read the current instructions on that page rather than treating this guide as a tested filing walkthrough. The described process includes a provider response and possible conciliation; it gives no completion deadline.
Ask which agency should handle an uncertain case rather than sending duplicate complaints. If you lack a cédula, clarify MIC's own identification requirements too; an answer from one agency does not establish another's process.
Keep a record of the next step
Save what you submitted, its date and any acknowledgement or case number. Ask whether registration is complete and how to follow up. Keep the distinction between a delivery acknowledgement and confirmation that the agency has registered your case.
Useful questions in Spanish:
- ¿Este tipo de compra corresponde a esta oficina? – Does this office handle this type of purchase?
- No tengo cédula paraguaya. ¿Qué documento puedo presentar y por qué vía? – I do not have a Paraguayan identity card. Which document can I provide, and through which channel?
- ¿Cómo confirmo que mi reclamo quedó registrado? – How do I confirm that my complaint was registered?
